A measurement program, when the data is real
A future Payment Observatory will publish controlled, well-defined measurements
— observation latency, execution-to-finality intervals, provider-assurance timing,
network/source disagreement — with full sample disclosure. It is deliberately not
published yet: an observatory with no measurements would be a fake surface.
